Tailor-made new channels for cross-border e-commerce B2B export supervision, and guide enterprises to make good use of new cross-border e-commerce supervision policies such as "direct export" and "export overseas warehouse". Promote unaccompanied inspections, and encourage companies to choose "unaccompanied inspections" or "entrusted supervision site operators to accompany inspections".
Build the “online intelligent automatic verification + manual centralized classification verification” mode, promote the application of self-printing and intelligent verification of the certificate of origin, and realize the intensive, professional and intelligent verification of the origin visa. Simplify the documents accompanying customs declaration, exempt from submitting contracts and packing lists during import declaration, and exempt from submitting commercial documents such as contracts during export declaration. Promote the pilot projects of "direct loading at arrival" and "direct delivery at the ship's side". Provide enterprises with more alternative operating modes and speed up customs clearance logistics.
Implement RCEP cargo "6 hours release". For goods that are transported by air, which are contracted by express operators, and have the qualifications of origin of RCEP (Regional Comprehensive Economic Partnership Agreement) contracting parties or contracting parties, as well as goods from RCEP contracting parties, within normal customs working hours If the relevant goods have arrived at the customs-supervised workplace and the company has submitted the information required for release to the customs, the customs shall implement the convenient measures for release within 6 hours.
Build a port smart inspection platform with functions such as online inspection process, intelligent confirmation of appointment sequence, dynamic process tracking, free application and electronic suitcase, abnormal state warning, etc., to realize the openness, transparency and query of the inspection process. Promote the “Internet +” remote credit supervision mechanism represented by the maritime “Yundeng Ship” to improve the efficiency of ship berthing. Relying on the "single window" to realize the full visualization of the customs clearance process and increase the transparency of enterprise customs clearance.
Increase the promotion and application of the "single window" export tax rebate function, improve the level of paperlessness, and facilitate enterprises to handle export tax rebates. The average processing time for export tax rebates across the province in 2021 will be reduced from 4.8 working days in 2020 to less than 4 working days. Starting from 2021, unified and centralized services and management will be carried out for the taxation business in the comprehensive bonded areas of the province.
Relying on the "single window" to build an independent update system for port charges, implement independent update of port charges publicity, and promote it throughout the province. Abolish port construction fees, strengthen the supervision of port operating companies such as shipping agents and freight forwarders, and guide shipping companies to regulate their charging behavior.
