Interpretation of opening time, cut-off and replenishment time, cut-off time, and cut-off release time

Date:2024-01-22 16:32:34 Click:552次

      1. Opening time

The opening time of the container will be specified on the S/O issued by the shipping company to the shipper after booking, so that the shipper can arrange for container pickup and loading. The opening time refers to the earliest time when empty containers can be picked up. If it is not yet the opening time, empty containers cannot be picked up from the designated location of the dock or shipping company.

      2. Cutoff and replenishment time

The cut-off time for supplementary materials, also known as the cut-off time for documents, also known as SI Cut off Time, is the latest time when the shipper submits the necessary information to the shipping company for the production of the bill of lading. That is to say, the time when the shipping company finally changes the format of the bill of lading. Prior to this, the format and information of the bill of lading can be modified multiple times. After that, the modification of the bill of lading will incur modification costs. This time is not standardized and varies among different shipping companies, some are on the date of departure, while others are within one week after departure. If the bill of lading and supplementary materials cannot be submitted to the shipping company in a timely manner at this time, you can apply to the shipping company for SI Late Come, that is, to apply for an extension of the cut-off time for supplementary materials. Generally, the shipping company will extend the deadline by a few hours to the shipper.

S/I Closing is a special requirement for the US route, which is different from other routes. The freight forwarder must report the goods and other information to the carrier 48 hours before the departure of the ship. The carrier must report the cargo information to the US Customs through the AMS system 24 hours before the departure of the ship, and must provide the true shipper and consignee to the US Customs.

AMS - American manifest system - US warehouse receipt system, also known as anti-terrorism manifest fee, information fee. This data is required for goods imported into the United States (from all over the world) and is provided to US customs, including the specific body of the goods, the actual recipient and shipper, and the Chinese and English product names. It is generally required to be completed before the deadline.

      3. Deadline

The customs clearance time includes the time for intercepting heavy containers at the dock and the time for intercepting and releasing the release strip

      A. The closing time, also known as the closing time in English, is the time when the dock closes for the collection of heavy containers. (i.e. the latest time for returning the container after loading) means that after this time, the shipping company will no longer arrange for the container to be returned after this time, which means that heavy containers cannot be delivered to the port, let alone loaded onto the ship.

      B. The cut-off release note refers to the latest time that the shipping company accepts the customs release note (usually within six hours after the cut-off container, which is the buffer time). The goods must be cleared and released before this time, and the customs release form must be submitted to the shipping company. After this time, the shipping company will not accept the release note for the cargo of the voyage, and the cargo will not be able to board the voyage.

      1) A release note is a release certificate issued by customs after release. After this time, if the customs release permit is submitted, the shipping company will consider that the goods have not been cleared and will not be allowed to board the ship. At this point, even if the heavy container has already been returned to the dock, it can only be postponed until the end of the workday; Of course, this will incur significant costs, including amendment fees, yard storage fees, and document fees.

      2) If the goods are cleared on the same day, the customs inspection rate for the goods declared on the same day is very high. Generally, experienced freight forwarders would suggest that the shipper delay the customs declaration to the next ship in this situation. Otherwise, the container inspection fee, ship name change fee, and cabin rental fee will be extended for half a day.

      3) If you cannot meet the deadline, you can also apply to the shipping company for CY LateCome in advance, and the shipping company may allow the heavy container to be delivered a few hours late. But sometimes the shipping company does not agree to extend the time to the shipper. In Shenzhen, customs declaration must be arranged only after obtaining the heavy container paper. It is better to return the weight of the container at least half a day before the cut-off. The order is to cut off the weight cabinet, cut off customs, and cut off the release strip.

      4. Customs clearance time

It is the date given by the shipping company for the final receipt of the loading note (commonly known as the release note)! The port area usually starts organizing the station receipts for customs clearance and preparing for ship allocation a few hours before the ship departs! This time is also the deadline!

It's like going to take a train. The weight cut-off cabinet is equivalent to the deadline for checking tickets and entering the station. The clearance ticket is equivalent to the train attendant's deadline for passengers to board the train, and they have to wait for the next train.
